Refunds aren't covered by F&F. You would have to send the money back to their account similarly to sending money to, well, friends and family lol

I recently made a new pp stealth account and all the payments were F&F except one and however when I received the unexpected goods & services payment that transaction seems to trigger the limits on the account and now pp asking for valid ID and shipping address which I haven’t got on me.

And now for some reason pp not letting me refund payments back to people’s pp account has anyone found a way to refund payments back to people when pp stuck on limitations?

These things are in place to stop bogus account's.

Nearly sure you have to be verified with a credit card linked to bank account to do transactions so you can send and receive , sometimes emails are linked to their accounts.
Any accounts should contain your full address and need to be safe with all the bogus accounts and newer AI hacks
