Static VPN?

Obviously they wouldn’t target a place of business but someone working from home could be inadvertently affected.

To add to that though... if they were throttling all vpn IP addresses it may be tough to distinguish between home and office settings if just blanket targeting the IPs. That's where all this gets crazy you know?

Just a small add here that I have noticed.

Sky Broadband (now) in most cases will not entertain 'Multi-Hop' VPN connections, (and maybe other providers have this issue also), you have to switch to a 'Static VPN Location' for it to clear, Surfshark offers Static VPN connections, and I am sure others do too.

Multi Hop - It will connect from UK, to France to Belgium to your designated VPN location (lets say Germany)

Static VPN It will connect from your current location direct to the static location that you have chosen (e.g. UK to Frankfurt Germany) a Static Connection! No Hops to get there!
