If its a council or housing association property he lives in report it to local authorities they should write or go out and see then they will take action for him to move it or vice versa if you reported it.
I had similar issue with my neighbour as we have a light on front and side and back of house she spoke to us over fence and gladly agreed to change the light to a lower wattage one and pointed it downwards.
Not everyone has the same morals hopefully gets sorted bud

I'm glad there's a thread for this!! I have been awake since 3am this morning due to the neighbours leaving all Xmas lights on, porch security light on full blast and a rotating Lazer pattern light.

To top it all off the security is a bright white colour! I'm sure there will be some leathering on the windows and doors over the next few days if it carries on. It's just a *look at me I've got xmas lights* gloat and I don't think anyone after the time of 10pm gives a toss.

Just turn them off! 🤬🥊🥊🥊
